I believe that “the water” is specifically speaking about the Missouri river, and not all water in general.

No, it’s all water. I grew up spending the summers with my Mormon family and they forbid any swimming on Sundays.
Jeff, I disagree. I was told by my mission president that the rule that missionaries cannot go into water is comes from that.
